Pressure Not Reaching Suggested psi |

Problem Description:
My steam autoclave psi is reaching & maintaining at 28, while the temperature is at 270 f (as instructed). I am running it for 45 min, but am wondering if I am sterilizing properly... The indicators on the pouches are not turning all the way to black. Should I be concerned? |
